Photoshop: 'Use OpenCL' and therefore Oil Paint filter greyed out despite updates

Same problem as others have had - Oil Paint filter is greyed out. HOWEVER, my graphics card (Intel HD 4600) is compatible with OpenCL, my drivers are up to date, my version of CC is up to date, system info tells me I'm running OpenCL 1.2 which should be fine for the filter - and yet the 'Use OpenCL' tickbox in Preferences/Performance/Advanced Settings is STILL not enabled.

Totally stumped as to what else I need to do? Every website I go to tells me that my setup is OK for running this but clearly something's not right. 

Any advice??

What is the card’s VRAM?

older Intel HD Graphics (for example 2000, 3000, 4000 series) cards are no longer being tested and are not officially supported in Photoshop.
