Adobe ID: Can't purchase from Adobe store using adobe ID from a different country

I installed revel and created a user name and password
I am now trying to purchase elements12 using that user name and it says I cannot because it is a us account
I want a uk account

I also had the same problem but Adobe changed the country to Sweden from US. I just connected to support on their chat:

I'm an American in Italy and want to buy your software (Ps). When I attempt to purchase, you tell me I can't and list my home as Nigeria. You say I can update my account. How do I do this? My actual home is in Houston, TX.
