The Adobe Creative Cloud application does not launch after self-updating. In extreme cases, a blank dialog box appears that does not respond to anything. The cotext menu for the tray icon also doesn't work.
It is impossible to delete, because it says that there are installed applications.
When I try to click the "Restore" button, it gives an error 21, supposedly the system is lower than windows7, which is an obvious lie.

What to do, Adobe?
Have you already broken not only Photoshop, but also the application for installing and updating it?

hi what if you use the Adobe Creative Cloud cleaner tool? Maybe this could work. It deletes all Adobe apps and Prefs for a clean new install.

Everything was broken.

A month ago, everything worked when I updated photoshop 21.1.3.
