UPLOADED BRUSHES OVERLAPPING WHEN THEY SHOULDN'T

when i first started using Adobe  products for artwork, i used Photoshop Elements 11 because it came with my bamboo tablet... during that time when i uploaded ANY brush i placed into it... Textures like Braids that follows the direction of my Brush or Stars and Mist Brushes that would actually kinda scatter and DO that texture action following the pen strokes...

When i Upgraded to Photoshop CS6....it did the same thing so i wasn't worried i thought it was a common thing that no matter what brush i uploaded it would automatically set up to what i was made to do and the action behind it..... i don't have a specific time when it 'started' but for a LONG TIME now... I noticed no matter WHAT brush i upload that would involve scattering leaves or snow or rain or stars or have braids of hair or scales or things like that..anything that would need to have it not be a basic Line.... it would just overlap the one picture image over and over on top of each other....

i never had to set my brush settings for brushes... but i am SO TIRED OF DOING IT NOW... it's annoying as heck to have to always go into damn brush settings for EACH BRUSH i change to in order o at least "attempt" to get it to work like it already should work.... and sometimes the brush settings in the photoshop can't do what the brush is sup post to..or i can't do it anyway... so it's pissing me off...it's very frustrating... if there is a way to fix this i would like to know... so PLEASE i want a reply. i'm PRAYING for a reply

i have reset my tool settings and tool brush settings as well.. my photoshop won't update for some reason but i don't really care..i don't own any plug ins or extentions in my photoshop... and i deleted elements so i can't upload it back to do this effect.
