Anyone have tips or advice on upgrading from pse 12 to pse 2018 without having any issues.  Will I still have all my albums and tags?  Do I need to do anything during installation or the first startup to have my pse 12 catalog available in pse 2018?

It looks like you are going to install PSE 2018 on the same computer?
No problem, they can be installed alongside each other as they are independent.
When you install the new version, you are prompted to 'convert' the current catalog to the new format. That creates a new catalog from the data in the old catalog. The old catalog is renamed with a -1  suffix and it still works with the older version. The new catalog keeps all information such as tags, captions, albums, notes, stacks, version sets...
If you don't agree to convert the catalog at that stage, you can do it later from the catalog manager. You can also convert any other existing catalog later on.
If you decide to use a trial version of PSE 2018, it's the same. The old version is still valid.

The problem would be different if you installed PSE 2018 on a new computer. You would have to use the backup/restore process:

That would migrate both your catalog(s) and image folder trees to the new computer at the same time. The conversion would happen at the end of the process.

I will be using the upgrade version of PS Elements 2018, and don't want 2 copies of PSE, just the latest upgrade version. I just want to keep my Catalog. Can I delete my old PSE version?

Yes.
You might want to wait until you are sure you are not missing any features of PSE12 no longer available in PSE208.

From the faqs:

"What features from previous versions are not available in Photoshop Elements 2018?
A handful of features from previous versions are not available in Photoshop Elements 2018 due to new product support for 64-bit systems. They include:
  • Photo Mail
  • Photomerge Style Match
  • Magic Extractor tool
  • Texture Fill
  • Frame from video
  • Interactive layout mode in Photomerge Panorama
  • Photoshop Showcase

Learn more about easy alternatives for these options in our forums.

Thank you Michael.  I had been concerned because when I upgraded from PSE 9 to PSE 12, I seem to recall I lost my albums and tags.  However, I just did the upgrade to PSE 2018 and it appears that everything went well.

I would be very careful and not delete your PSE 12 catalog! I've installed the PSE 2018 trial (full functioning for 30 days....) but did not find any important new feature for which I would pay the upgrade.
Furthermore, the organiser has some bugs and its face recognition seems to have a memory leakage causing the system to black out the display when memory is depleted, requiring a hard reset (pushing the reset button on your PC). All in all, I will continue using my PSE 13 version which is a very stable one and feature rich enough in order to wait for PSE 2019 or even PSE 2020......
