Lightroom: Modifying tags for an image does not mark the image for update to Flickr

When you change the tags for an image, Lightroom does not offer to update the image on Flickr.

You have to unpublished the image and then republish it on Flickr.

With my Flickr Pro account and LR 3.6 / Windows 7, adding a tag or deleting a tag causes the photo to show up under the heading Modified Photos To Re-Publish when I click on the corresponding published collection under Flickr in the left-hand panel. That's not happening for you?

Which version of LR and OS?

Also, when viewing the published collection in LR (by clicking the Flickr collection name in the left-hand panel), you can right-click a photo and select Mark To Republish (you don't need to unpublish and republish).

In fact, I encountered this bug by changing the proprieties of a tag.

I changed the proprieties of a tag so that it will not be included at exports.
Lightroom did not offer me to republish the photos that had that tag.

That clarifies what you meant by "modifying tags" -- perhaps this will get fixed in the upcoming LR 4.

But I just verified that doing Mark To Republish works, which is a little faster than unpublishing and republishing.
