Photoshop CS5: Win 7: Unwanted information bar is driving me crazy

I have a problem with an information bar that keeps popping up while I'm working on an image, frequently covering the tool and area I'm working. The only way I can get rid of it is to wave the mouse around only to have it come back. It's inconsistant, and not tied to the "tool tips" feature which I've turned off, but I still get this. My video drivers are up to date. The bar shows the same information that appears at the top of the window, the path and details of the item I'm working on. It's driving me crazy as it really interferes with my work. I can't imagine this is normal, professionals would revolt big time!

Are you using Photoshop or Elements?
And which version?
Which OS version?
