It is locked to keep it on, and you click on the lock to unlock it.

And it should be available for most brushes (though only some presets have it on by default).

It is greyed out and I can't click on the lock. It does nothing. I am trying to use it for the spray brush as directed in a Photoshop Creative Collection example

Are you sure you're using the paint brush tool, and not a different tool by mistake?

That control will be locked if the color mode of your document is Indexed Color for example. What is the color mode of document? If you set Image>Mode>RGB Color does it enable?

Chris Cox has found my issue. I was in the eraser tool instead of the brush tool. Thank you for all of you responses and solutions. Much appreciated.
