Photoshop: Unite shapes buttons are broken

The "unite shapes" buttons are broken. This UI used to work the same as Ai. For the past 4 or 5 years, it has become buggy and weird. I'm assuming it's intentionally poor UI to nudge users to Ai. At the moment it's literally not working when clicked unless I click it from the top drop-down menu Layers/Combine/UniteShapes. At one point it was called Merge Shapes, Combine Shapes and now UniteShapes. Most people use Shapes they make in Ai then import back to Ps only to edit them there. This has to work. I have been using this took since the late 90s. It is needed. 

I know that there's a workaround where I can Preselect in Paht operations then right-click in layers and scroll ALL the way down and click Merge Shapes. It feels like a very complicated task for something that should be simple. It's a really bad UI. 

Please fix.



Note:
This menu is also a huge ugly dumpster - the menu items listed when right-clicking a path layer is 90% useless, out of order and irrelevant, or you can do all this in 2/3 other places (where it makes more sense - I get that people have preferences):
