Photoshop CC: Unit/Ruler Preferences not respected?

I don't have it available to check, but I'm almost positive that in recent pre-CC (CS4-CS6) versions, Unit/Ruler Preferences were respected by New Document, Image Size, Free Transform, etc. No more. New Documents are in pixels (Photoshop) or points (Illustrator), Image Size is in inches, and Free Transform is in pixels, no matter what.

I believe this is a bug (or an option I'm overlooking) rather than a really stupid design change. This is because Canvas Size and Crop still respect Unit/Ruler Preferences.

What am I missing?

Hi Lee,

Normally, Photoshop retains whatever you last used. So, for instance, if you set your preferences to mms, but open a document using US Default paper size, you'll get 8.5" by 11" in both the New and Image Size dialogs.

As far as I know, Transform is always measured in pixels. The Ruler and Scaling functions, however, should follow your unit preferences.
