Uninstalling Photoshop Elements 10 fails if the user uninstalling is not the user who installed it

I attempted to uninstall Photoshop Elements 10 from a user's computer and got the following error:

"Error opening installation log file. Verify that the specified log file location exists and is writable."

This is the uninstall string that is created in the registry when the application is installed:

msiexec /i {EE549AF9-8FAA-4584-83B2-ECF1BC9DC1FF} NOT_STANDALONE=1 /l* C:\Users\JSmith\AppData\Local\Temp\PSE10Uninstall.log.

The "JSmith" user account which the app had been installed with had been deleted, so the uninstaller could not create the uninstall log in that folder. The uninstall log should be created in a more suitable location.

I was able to uninstall the application by editing the uninstall string to save the uninstall log in another location.
