If I uninstall premiere elements 13 from my computer will I be able to install it again, or will I lose one of my opportunities to install it again?

Activating and deactivating was limited in the past, to maybe 20 times. I'm not sure if that is still an issue or not--Adobe was trying to prevent one copy of software from being shared on multiple computers back and forth.

What will be occurring with your computer while PSE is uninstalled?

That sounds good. I thought it was only twice. That is on two computers, and then how should they know I uninstalled one.

You can install and use most Adobe products, including PSE, on up to two computers, simultaneously. If you've only ever installed it on one computer then you can install and enter the serial number on the new computer and that'll be two.

If you decide you want it on a third computer, then sign-out and uninstall it, deleting the preferences, on the old computer you don't want to use it on anymore, before entering in the serial number on the newest computer and you should be ok.

The way it works with the Cloud apps, where there is no serial number, is when you try to install the cloud apps on a third computer, it will deactivate it on both other computers, and then you just never sign into the cloud on one of those older computers and you're fine. I mention this because maybe this is how PSE works, now, too, but in either case, you're ok having it on two computers at the same time.
