Lightroom Desktop: Unable to sync to Blurb

When following instructions to share to Blurb from Lightroom CC error states photos not synced to cloud .

And has Lightroom finished syncing?

Yes all photos synced.

The same problem exists when trying to add additional photos to Portfolio and WHCC.

If you log into https://lightroom.adobe.com can you see the images you are trying to use in Lightroom's cloud?
