Elements 14: Unable to validate serial number

When I try to install Adobe Photoshops, I purchased it January 2nd 2016, it tells me " We Are Unable To Validate This Serial Number For Photoshop Elements 14. Please Contact Customer Support". And I have since day 1, I've tried everything they told me and then was finally told I would be put with a senior agent within 24-48 hours. Only, it's been 3 days past that now.
Things i've done that they told me to do:
-Delete Hosts file
-Turn off firewall
-Restart computer

I tried installing via creative cloud, however the apps section is blank and tells me to install creative cloud.

I've also googled some solutions, I saw something about and oobe folder, but i couldn't find it on my computer.
Could someone please help me with this problem? I haven't been able to work because of this issue.
