Howdy Lisa,

The 3D functionality in Photoshop is dependent on your graphics card.  If your card cannot handle it, then the functionality is disabled.  Did you get a warning message when you launched or when you tried to access 3D?  What version of Photoshop are you running -- the list of cards changes over time, so sometimes a card that's "on the edge" does not work in a later release.

On Photoshop Extended, If you have two GPUs  installed (IE Intel and Nvidia) and that the Nvidia has not been tested Photoshop uses by default the Intel GPU. It is possible to change.
Do you have two graphics processors installed and the second is a NVDIA, which?
