Unable to sync over cellular

When I'm connected to my cellular carrier and try to sync LrM, I get the "Syncing Disabled Over Cellular" notification. When I check my Settings, Cellular Data is enabled. What am I missing?

In the app, press the Lr Logo, I think it's under something like Cloud Storage and Sync, select Full Data I believe?

I have the same problem but I can't find the Cloud Storage and Sync tab ?
I have an IPhone 6
