EVERY TIME I attempt to Export > 'Layers to files', choose jpg on an imported Animated Gif, I ALWAYS get the following error "Error:Specified value greater than maximum allowed value" and NO files were even exported, saved NOTHING!!! Google ONLY shows a couple of results on this error message regarding creating custom java something but NOTHING that pertains to Photoshop and exporting layers as files.

Does it give the script name and line number in the error?

And it looks like you haven't replaced or repaired that faulty keyboard yet.

Animated gifs are limited to 255 colors. Jpgs are not, and the size is a double word (16 bits), so exporting every layer results in redefining the gif file's color table.

You cannot do that.
