Unable to add new locations to Places Tags in elements 2018

I just happened to buy elements 2018 about a month before 2019 was released and now they want me to purchase 2019 so that I can add locations  Places Tags,  Now that really sucks when a person is retired and on a fixed income.  It appears that sure doesn't make one feel confidence in Adobe.  (I did like using the map anyway.)  It appears that a person has to make their own location Tags in a different section and redo all of the existing photos with new tags.  That will take some time with 50,000 photos to tag. Along with the time that they disallowed me a rebate on the purchase of elements 12 (I believe) and refused to tell me why the rebate would not be honoured.  It sure does make me a customer who will recommend this product.  It may be time to change to another product if this one does not come up with a solution for this "glitch".

Unfortunately, your experience seems typical of dealing with Adobe. I know it matches mine.

I am also really ticked off with Adobe and the location tag.  One of the main reasons I bought 2018.  Now none of the them work.  I also have thousands and thousands of photos

I really feel empathy for you.  I was lucky enough to had most of the locations that I was going to use installed before purchasing Elements 14.  Elements 14 is when they started this nonsense.  When I had installed locations using this mapping system some were not what I would have called the correct location or could not be fine tuned to fit local sites or names.  But they have me trapped because of I have 50,000 out of about 90,000 photographs on their system.  I would have to redo them all if I switched to another system, such as Coral Paintshop.  I don't have enough years on my timeline to do that.
