Photoshop: Ability to switch between two languages

I would like to change the language setting in Photoshop. 
So two languages so that you can change.

Howdy Leon,

Go to your Creative Cloud app and click the gear icon at the top to access your Settings.  Go to Apps at the top left and then coose Default install language to the right and change to a new language.  Click Done and you can download that linguistic version of Photoshop.  You'll find the download is really quick because you're only grabbing the language-specific files.  Now, when you launch PS you're going to say, "David lied to me" because your UI will all still be in the old language.  Fear not.  Got to Preferences > Interface and  in the middle on the right, click the UI Language dropdown.  You'll see both languages in the list (and you can have however many you'd like -- the machine I'm writing you on has eight) -- choose the one you want and relaunch Photoshop.  Ta-da!

I wish I could have more than one languages available in Photoshop and  be able to switch without having to uninstall/reinstall each time. Since this is available in Lightroom, I don't see why it can be extended to Photoshop too.
