Elements: Tutorials and help functions of do not work

A tech took over my computer and installed Photoshop 13. The tutorials and help do not work. Received message to reinstall software. It took a tech to install it the first time. Is there any way to talk to a person?

Went to link at "start here" which put me into the help loop. Don't know where to go for his comment. Am I suppose to start a chat or provide more detail? Elements 13 was downloaded on to my PC , windows 7 and I don't remember what additional information I should provide.

Try the chat, and yes you will need to provide a bit more detail to whomever is helping you on the chat.

Martin,

When you say the tutorials and help do no work, are you're talking about the menu items under the Help menu? If so, do you get an error?

Or are you saying that your product is not working at all?

Good questions. The very first page when one enters the program gives all the things Elements 13 can do but when I click on the learn more line nothing happens.
I can enter into edit and several pictures come up which I can view and click on individually but if I click on the help button I receive a message to the effect that something is wrong and I should reinstall the program. Due to the difficulty I had in installing the program (took a tech to do it) I am reluctant to do anything without specific instructions.

4 days ago I replied to Jeffrey Tranberry but did not accurately answer his question.
Once in Elements 13, on the home page, I click "overview" and then click on "View video tutorials" under any of the five slides, nothing happens. After clicking on Organizer a catalog of my pictures is brought up. In this screen I click on "Help" and all items on the menu give this message: "There was an error launching the default browser. You may need to reinstall the application and Help component."
I purchased Elements 13 from an Adobe online store and the program was installed by one of your techs about 8 days ago. I have Windows 7 and Microsoft browser.
Within the next 4 to 6 weeks, I plan to buy a laptop with Windows 8.1. Should I give up and uninstall Elements 13 from the present computer and install it in the new one?
