Elements 14: Transforming an image prospective is defective

Just upgraded to Adobe Photoshop Elements 14 and cannot perform simple tasks as I was used to in version 10. When I open an image in Quick Mode, then open the logo psd file I wish to edit and embed as I have been doing for years, drag it on the image I have opened, and from the File Menu, selecting "Image | Transform is greyed out and unclickable. If I grab the corners and resize a bit, then I'm at least allowed a "right click" option to select prospective, but it works backwards from before and behaves very strangely. The outline box moves correctly, but the image doesn't.... it moves the opposite direction as intended. I don't know how else to explain this, except that I am forced to continue using Version 10 after paying for this upgrade to continue using it as experienced. I haven't had a chance to try Premier Elements 14 yet as it was part of the pkg, but I hope it isn't as buggy.
