Transform Tool Not Working Photoshop CC

When I open photoshop for the first time (initial start) and open a file I am able to move layers, creat gradients, etc.  

When I try to transform the layer (ctrl+t) the border forms around the layer, but I can't scale it or move it. I can set the transform, but now I can't move the layer or basically do ANYTHING from this point.

 

It is stuck like the screenshot and I can't drag the arrows to resize or move. Even if i stop transforming I can't use the directional tool to move the layer and basically everything stops working.

I have uninstalled  and reinstalled with removing preferences about 3 times now and it continues to do this. Please help.

I've seen other cases on Mac where some OS utilities cause similar problems. If you start your computer in Safe Mode and try the transform in PS again, does it work properly? https://helpx.adobe.com/photoshop/kb/basic-trouble-shooting-steps.html#safemode

Thanks for the advice. I ended up calling support who then used remote access to fix the issue.  He deleted the settings folder in the application directory and reset the tools.  It appeared to be working correctly, and then as soon as I disconnected from him it stopped working.   I was a little pissed as I had been on that support call for 40 minutes.

I quit ps, deleted the preferences/settings folder again, and restarted.  It did not work... I gave up and went to bed. Woke up this morning and tried to move the layer and it worked!

I don't know, but hopefully it continues to work when I return home today.
