Photoshop: Transform Paths - ignoring pixels

Attempting to transform open paths fails as no pixels are "enclosed". Pixels should have no bearing on transforming paths.  A series of straight lines can't be transformed -why not? All transform functions should be available to any selected paths -regardless of pixels. (consistent with Adobe Illustrator). There are workarounds to this, but they are cumbersome. Editing/transforming paths should be independent of underlying pixels.
