Top portion of elements organizer hidden underneath menu bar in Mac OS. I am not able to resolve this as the window cannot be resized or moved. Is the only solution to uninstall and reinstall the program?

Uninstalling and reinstalling wouldn't do anything.
Resetting your preferences might help.

Resetting preferences (i.e. restore default settings) had no effect. In e-mail answer an additional hint was "or turning off the application frame (Window->Application Frame)". As a relatively new Mac user I am not sure where to find that particular command.

I cannot be the first user to ever have had this problem which clearly is a bug in elements organizer. Normally in programs for Mac the application frame can be moved around freely on the screen.

I am not entirely sure what happened when this problem started, but Photoshop Elements and Organizer suddenly were stacked above each other on the screen with the top of the Organizer window then virtually "protruding" out of the workspace.

And I am not quite sure why the application window suddenly snapped back into place........
