Photoshop CS6: Dodge and Burn Tools not working in blank layers!

I am trying to use burn/dodge tool in my layer 1, but all the tools just works when I work with the backgroud copy. Why? Help me please?

Does Layer 1 have pixel content in it?

The Dodge and Burn tools work directly on the pixels of the targeted layer, not on the combined pixels (ie: a blank layer won't work).

I see. It is a blank layer. But how do I add pixel conent to a layer?

You have pixels on the background. You could work directly on the background, or you could duplicate the background and do the dodging and burning there (which would allow you to change the opacity, or remove bits of the changes later).

But as you have found, those tools aren't going to work on a completely blank layer.
