Elements 9: Tools don't line up anymore

In Photoshop Elements 9, none of the tools line up like they did in the previous version! When I use clone stamp, or smudge, or anything at all like that, the area withing the spot on the screen is NOT what gets affected - it is off to the top left a bit. It is impossible to do any fine-tuning on anything because of this! What is causing this? Why wouldn't the area affected be exactly what is inside the circle on the screen??

The most common solution when PSE goes wacky is to re-build the Preferences:

Hold down your Ctrl+Alt+Shift keys when launching the Editor, and answer "Yes" to the prompt about deleting the Preferences. They will be re-built when PSE starts.

I tried what you suggested, to no avail. Here's an added conundrum: I just installed a hard copy of PE9 in my upstairs computer (the one I'm complaining about is a download from the Adobe site), checked it out, and it's perfectly fine! Everything lines up! Is it possible that I got a corrupted version of the download? Is it possible to replace it?

Hi Angela, sounds like it's hardware specific. What are you using for an input device? (Mouse? Tablet?) Are the hardware drivers up to date?

I'm using a mouse. I just checked its driver; it is up to date.

No response for 11 days. Do I have a faulty edition of PE9?

If the simple technique of re-building the Preferences didn't help, then it is very likely a hardware-specific problem as Jeffrey mentioned.

I suspect the graphics card drivers -- ensure you have the latest drivers installed, and you don't have any weird settings for your Display Preferences such as large fonts, large cursors, etc.

I just checked the graphics card; it is up-to-date.
Does it matter that I use Windows Vista Home Premium?
Does is matter that I downloaded PE9 from your website rather than from a cd?
Display Preferences show that my cursors are set at "normal" and "standard."
At the moment, Text is set at 12 pts. Speaking of Text, each time I click on it to use it, everything freezes for awhile. It always comes back, but that's another annoyance.

OK, you're fine with what you described, except for the font size. I did not mean the size used in the PSE Editor, I meant the size used for Vista's Display Preferences. Sorry for the confusion.

(I'm not running Vista, so I can't explain how to find that setting, but you can search the Vista Help for "screen font".)

P.S., That delay you see when selecting the Text tool in the Editor is "normal behaviour" -- at that point PSE needs to find and enumerate all the fonts installed on your system, so a delay is to be expected.

The font size is set to default (96 dpi). Driver and graphics cards are up-to-date, fonts and mouse pointer sizes are at default settings.

I installed a cd copy of PSE9 in my upstairs laptop, and the cursors line up perfectly. I downloaded the copy of PSE9 that is giving me trouble on my pc downstairs. Why would there be a difference in the way the cursors line up?
