Photoshop: Tools freeze and lags

I am not sure if anyone else is having the same issue. Whatever tool I use in the latest update of photoshop, it freezes, then lags and then sometime catches up. For example, I will start painting with a brush, it will freeze and then several seconds later it will not paint where I put the brush. It will just make a big blob. Another example is the transform tools, I will go to transform something, I will drag a corner to where I need, but then it will freeze, it will then finally catch up to where I moved the corner, or Photoshop will just crash. This same issue is with every tool I have tried. I have tried uninstalling and reinstalling photoshop and the wacom drivers. I ended up having to go back to Photoshop v19 to get rid of these issues.

Hello, I have not experienced that...
Could you make sure that only photoshop is working on your system, play with it, and add the other usual apps you have one by one?
Also, tell us more about your setup, you can share the contents of help>system info...
Do you have enough space on your computer?
Did you try deleting your preferences (go to the preferences, general, click on delete prefs on quit)

I feel like I have explored every option. I have deleted preferences, I have plenty of space on my computer. I have run photoshop by itself on my machine and then with other programs running. It still has the same issue. I am on a Dell PC, Precision T5610, Intel Xeon CPU E5-2603, NVIDIA Titan RTX. I am open to other solutions to the problem.

Do you happen to have Acronis True Image installed?
