Photoshop Elements: Toolbar not showing

In my trial version of photoshop elements 9, there is a toolbar at the very bottom of my screen but all but 5% is hidden behind my windows bar.
How can I expose this elements toolbar?
I have tried everything regarding my "display" with no luck.

Are you referring the the Elements Editor or Elements Organizer? Please post a screenshot so we can better understand what you're encountering.

I am talking about the Elements Organizer screen.
I'm sorry, but I don't know how to take a screen shot and post it.
I now can tell you whats listed in the toolbar that is mostly hidden from sight.
Starting from the left; text stating: 11,148 items listed May 2001 - Aug 2011.
Next is an icon (like a written page) and when clicked, up comes the text stating: "current catalog is not the one being backed up/syn".
Next is an icon (like a house) and when clicked, up come the text stating: "auto analyzer is disabled".
Next, on the right side is an icon and when clicked, takes you to the Inspiration Browser.

Thank you ! Thank you ! You solved my problem.
I clicked on the Maximize button and the bar came up as you have shown it in your solution. I have windows XP.
I do have to press the max. button each time I start the elements Organizer in order to see the bar otherwise it will remain hidden.
How do you take a screen shot like you have shown above? I sure would like to be able to do that.
