Photoshop: Ability to assign a keyboard shortcut to Tool Preset

It would be great to be able to set my favorite tool preset brushes to a hotkey. One workaround for this is to use Actions for hotkeys but the actions only allow the use of the f1-f12 keys which I already use for something else.

So either the ability to make hotkeys for preset tools or giving action scripts more hotkey options would be great.

Just as a side note I have been able to do this using scripting but it would amazing to just have it directly in photoshop natively for all to use.

This could certainly be made easier. You should be able to use the ScriptingListener to make a script. With a script, you can assign custom shortcuts using the Keyboard Shortcuts dialog if you load them via the Presets>Scripts folder.

Yeah the easiest way is to just extend the action script options if programming this option in tool presets is difficult

Just use the existing Keyboard Shortcuts dialog to edit/add shortcuts to tools and menus.
