Photoshop CS6: To scrap or not to scrap...

In Elements I could open a blank piece of paper and drag elements (paper, pictures and embellishments) onto the blank page. How do i do this in cs6?

The same way: just drag the files onto the new document.
Or you could open them and drag the layers within Photoshop.
Or you could open them and copy and paste.
Or use the place command.

When files are opened in Elements the thumbnails go into the bottom tray. Is this possible in cs6?

No, Photoshop does not have that "bottom tray".

Open files appear in a list in the bottom of the Window menu in Photoshop CS.

There are also shortcuts to cycle through the open documents. ctrl/cmd + ` or ctrl/cmd + shift + ~ to cycle the opposite direction.
