Elements: Thumbnails are showing as a tile with an hourglass but do not load

When I get some new photos (jpeg 3mb) the files load but the thumbnails in organiser show as a grey tile with an hourglass. If you click on a photo it is there but you cannot see a thumbnail. Also if you move the size slider eventually they start loading but if you move the slider down again they go to the grey tile again. Please note I have just reloaded PS13 onto a new drive and restored all my files from a backup (20,000 and are all ok) so it is just the new files. Now on windows 10.

If you right click on such a thumbnail and choose 'Update thumbnail', does it work?
The first thing to try is to use the catalog manager to 'Optimize' the catalog.
If that does not work, have a look at:

Hi I have 2 catalogs listed and I wondering if this is the issue

I have done repair my main catalog and it building them. I am wondering if when I load more new photos is it going fail to load them again. Should I delete the other catalog.

Catalogs are independent. Deleting the old catalog would not help. Did you try to import new files?

Yes and they work now. I deleted the catalog and then moved the remaining catalog to the current user which seems have worked. I think the problem was caused by restoring to the newly installed PS from a backup taken on the old version. In between I had reloaded windows 10 onto a new ssd drive. Everything seems OK now but keeping fingers crossed many thanks for your help.
