This Import Scenario Freezes Lightroom Classic CC

Import freezes Lightroom when I perform this specific scenario, as follows.  Some system info is included below the problem description.

I can identify the events that cause it to freeze.  The only way out is to close and restart Lr.

Here is what triggers it:

I shoot both infrared and RGB cameras and often on the same shoot.  I like to keep the infrared RAW files in a separate folder from the RGB (regular color) files.  To accomplish this, I import the RGB files first, then RENAME the folder using the Library module.  That way when I import the infrared files, Lr will create a new folder with the same date, which I can then rename and preface it with "infrared."

However, this second import freezes Lightroom and nothing is imported.  It does not necessarily have to be the "second" import.  For example, just now I imported all my RGB photos into a folder with today's date (which Lr automatically creates for me).  I imported from three different memory cards and two cameras into this first folder.  No problems.  Then I rename that folder in the Library module to include the shoot name, after which I import the infrared photos from a fourth memory card.  Lr used to create the new dated folder without any problems, but now it hangs when trying to create the folder with today's date.  It is like Lr knows it already created a folder with today's date and gets confused and hangs when I ask it to do it again.

When I close and restart Lr, it will create the new folder for the infrared images just fine when I import them.

I am seeing this exact same issue with several of my clients and myself. The really odd part is that the import process actually succeeds in copying all the files from the second camera, but hangs during the process so they don't end up in the catalog even though they have been copied to disk and renamed as per the import preset.
