Photoshop: The Snap To Pixel Tool preference won't allow me to draw accurately with pencil tool

In Preferences, Tools, I turn on Snap Vector and Transform tools to Pixels and i also use Snap to Grid. This is great for drawing shapes that are aligned perfectly to pixels and a specific grid. But then if I use the Pencil tool to draw, it won't allow me to draw in a pixel that is on the left side of a Grid line. The pencil "pixel" jumps to the right side of the grid line. This is a major pain in the butt as i have to constantly switch snap to grid OR snap to pixels on off on off on off... Not a good workflow at all. Please fix!

It's not just the pencil tool either but drawing a line shape for example, won't draw to that single pixel column that is to the left of a grid line, and same problem happens with the row of pixels just above a grid line.
