Photoshop CC 2019: The new scale feature is the old one when scaling shapes (U)

When I'm scaling layer in Photoshop (CC2019) I no longer need to hold down shift in order to maintain proportions. That is good but you need to get used to that. However, if you want people to get used to it, it has to be the same with all the tools and all Adobe applications. When I use the scale on rectangle tool (U) it is the old way, not the new way. Is this done on purpose or is this a bug? I would call it a bug but if it's not a bug I would like to know the thinking about it having it like that.

So my idea is to keep all the tools in the Adobe family the same, especially in the same applications.

Here's the problem for me:

Scale proportionally is now the default in Photoshop. However, it is not the default in Illustrator or InDesign. And it is not consistent within Photoshop, as Birkir Ásgeirsson noted.

Like many professional graphic designers, I use Photoshop, Illustrator and InDesign daily. It slows me down when I have to do the same thing different ways -- opposite ways -- in the different programs. And even within the same program!

It has the potential to cause real problems and errors in my work. If I accidentally hold down shift when not needed (or leave it off when needed), I can distort the shape of objects (and I may not even realize it, since muscle memory is strong after many many years of using Adobe products). 

Other software companies also use shift to constrain proportions (such as in PowerPoint and Word). Changing from what has been the norm for so long is confusing.
