Lightroom Classic (Oct 2017): Update has made it even slower than before

The latest lightroom update has made going from photo to photo take 45seconds to 2 minutes PER PHOTO. This is ridiculous.  The update was supposed to make Lightroom faster... it is at least twice as slow now.  I have all updates.  My computer is updated... I have over 3000$ worth of upgrades, hard drives and everything in between just trying to make this faster and now once again it is twice as slow as before.  I can't stand it!  Something has to be done.

I am tired of paying for such a slow system.

The photos I am going between aren't complicated.  Have minimal adjustments on them and little to no brushes.  There is no reason it should be this slow.  Lightrom fails.  Again.

My assumptions below - please comment/refute if you have opinions:

-Lightroom as we know it cannot be easily fixed to perform like Capture One and other more modern products
-Best resolution is to start over 
-Adobe chose to put those resources into new CC where they see the biggest future growth to be
-Adobe will continue to put bandaids on Classic until the user base dwindles to only pros and then drop it.

My questions are 1) will CC eventually be as powerful as Classic or CO? 2) will Adobe eventually allow pros/enthusiasts to use CC, but store photos locally? If they would say yes to those now, I would probably stay. I have zero confidence in that happening, so I am starting to transition away. I am glad I have always kept a logical OS based file/folder structure.
