Photoshop: The command "Set" is not currently available.

While running an automation macro to resize images i get this error if the layer is not locked. If the layer is locked then the macro runs with no issue.A screen shot of the macro settings is below. Any help to overcome this would be appreciated.

Any chance you can share an image and the .atn file? (dropbox or CC files)

The action is behaving correctly. Its looking for the background (bottommost layer and locked) so that it can remove the lock. If theres no background layer then obviously it will error.

You have two options:
1/ You can disable the set background by unchecking the tick mark next to it... may affect further down the action if its imperative that the layer be not locked.... in that case then #2

2/ select the action, click the record button at bottom, record an action where you select the bottommost layer - go to layer > new > background from layer, stop the recording.
The action snippet will be added to the bottom of the action, select it and drag to just before the set background rule.
