I am hoping someone in this community could provide me with some answers. Thanks very much in advance for all your help.

I would try updating to Photoshop CC 19.1.3 from the Creative Cloud desktop app. If that doesn't work, It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help > System Info... and copy/paste the text in a reply.

Howdy Harris,

Was this working before and then stopped working?  How are you launching Photoshop?  Do you see this message with all files that you try to open?

Thanks,
David

1. First and foremost, restart the system and run the Photoshop program again and see if it works fine
2. Reinstall Adobe Photoshop and check it
3. Run chkdsk/r or /f on command prompt [Goto Start> cmd> type chkdsk> press Enter]
4. Utilize system restore and undo recent system changes, but need to be cautious about other important system associated changes
