PHOTOSHOP - The anchor point can't be dragged when free transforming small layers

When I free transform a small layer, the anchor point can't be dragged. Trying to drag it just drags the layer around, and the cursor shown when hovering over the anchor doesn't appear.

I can drag the anchor with a 31x31 layer, but not with a 30x31 layer. The zoom level doesn't matter--it might make sense to not grab the anchor if you're zoomed far out (since it could cover much of the region), but I'm zoomed in very close if I'm transforming a layer that small.

Have you tried alt-click-dragging it?

That seems to work as a workaround. It seems the bug is that it's trying to keep the anchor from being selected accidentally when dragging a very small marquee, but it's using the size of the marquee in canvas pixels when it should be using the size in display pixels depending on the zoom level (and pixel density--watch out for retina displays).

The inverse problem also exists: if you're transforming a 100x100 area but you're zoomed way out, you can't drag the region since all you end up doing is grabbing the anchor.
