The ability to rearrange effects, just as how we move layers

Hi!

I did this effect after noticing the plus button ! it is an amazing feature, thank you for adding it in the newer versions of PS, but I wanted the white area to appear more like a white stroke, that contains all of the shadows together, and i noticed that adding it via the stroke effect, will hide the shadows underneath it, because of the effects' priorities, I spontaneously tried to drag the stroke effect under the shadows effects, as we easily do with the layers, but unfortunately it didn't work !

So, I was just hoping that you consider adding this feature in the newer versions of PS :)

I really appreciate all your hard work you're doing, you guys help us create! You help us shape our dreams into reality :)

Best regards;

Well, Thank you very much Fabian !
But I guess I have the latest PS Version and still the arrows work only with the Drop shadow multiple effects, but doesn't bring the stroke underneath the shadows ....
