ELEMENTS 11: Text Justification nightmare

Where do I find the paragraph panel? It does not show up on the window pull down menu. I am trying to justify text paragraphs. The instructions are clear enough if I could just figure out how to open the paragraph panel.

Which product are you using?
Which version?

In Photoshop, the window menu definitely lists the character and paragraph palettes.

I'm using Photoshop Elements 11

Window contains:
Actions
Adjustments
Color Swatches
Effects
Favorites
Graphics
Histogram
History
Info
Layers
Navigaros

Nothing about character and paragraph palettes. Am I looking in the wrong place?

I said Photoshop, not Elements.
Elements doesn't have all the same options as Photoshop.

I have the same question! From these comments do I assume one can not justify a paragraph in Elements 11. I have Photoshop CS and can not even do it there. Yes there is window for it, but it will not justify.

Can I download Photoshop without Creative Cloud? I am hanging up in the download process using Google Chrome. Any suggestions?
