I hit "command + t" to change the size on a smart object and the field does not allow me to change 20.50 to 20.60 without deleting the entire thing. usually i can go in and change the 5 to a 6. can't do that. i have to delete the everything and retype my change.
same thing with other text fields in other window. i can use dropdown settings...but i not able to change numbers in the text fields. for example the leading field in the character window.
also...if i try to use masks on a layer....not working.
i've uninstalled photoshop...reinstalled...shutdown computer...restart. nothing seems to help.

First thing to check is that Apple's Dictation assistant is disabled (with it enabled, all sorts of text entry problems occur).

Yes, it could -- make sure you have updated the Wacom driver software.

so....i have downloaded the driver although there is not mention of an update. i am also looking at the "dictation & speech" and dictation in off.

No, there are no updates for CC 2015 yet.
But I haven't heard of anyone else with that problem, so I don't know what might be causing it. It sounds like some system wide problem (something affecting the text entry fields) - so it could be an OS setting, a utility program, or possibly even another application causing it.
