As far as I know the collections shared from LR Classic to the Web/mobile system does not count against your allotted Adobe storage space. This might change in the future.
But all images uploaded from a phone or pad, through the mobile LR version, does count against that storage space allotment. And they are Full Size. Not the Smart Previews that get uploaded from LR Classic collections.
Also AFAIK there is no maximum number of images in synced collections or on the web interface.

I have read that some people place all their images in synced collections so all of them are available on the mobile and web LR versions. Even though they are Smart preview that would take up a lot of space on the Adobe cloud servers
And that might be why Adobe is looking at limiting the number/space used through LR Classic.

I just happened to click on the top left of the LR Classic screen  and found the attached screen grab.

Maybe there is a 20gb max???

With the Photography plan there is a 20GB allotment. But as I stated above Adobe does NOT Count the space used by the Smart Previews that are uploaded from Synced Collections in LR Classic against that 20GBs.
And Also As Stated Above "That may (Might) change in the future".
It does count any and ALL space used by uploading images from a Phone or Pad through the Mobile LR app.
If you upload images from your phone or pad the Full Size image, in Megabytes, is uploaded to the Web system, not a smart preview, and that DOES count against your 20GBs allotment.

On top of that, it is necessary to know that elements loaded since PS, and various applications free IOS and Androïd count in the initial quota of your subscription.
For instance if you use Adobe Capture to create a paintbrush etc this goes relied in the quota.

To be sure of connaitre discount precise: Show it in Application Adobe Creative Cloud

- Click on the cloud (desolate I work in French)

Attention, Mettre à niveau, drives you to the page Adobe to change your plan Creative Cloud and rent of the additional space possibly.
