Lightroom Desktop: Stuck syncing with statement performing initial download

I recently deleted all my photos on the cloud as I want to use lightroom classic as my main app. Having deleted all photos plus the Lightroom CC library, when I open the "clean Lightroom CC it immediately started to sync even though no photos existed. It is stuck syncing and saying "performing initial download". Please can I get a solution? Thanks.

I have soled this per what I found on the net below.

 Correct Answer by David__B | Adobe Employee

Hi Andy,

To clear your Lightroom storage please go to Photo Editor | Online Photoshop Lightroom  and log in with the Adobe ID associated with your Creative Cloud membership

Then click the LR logo on the top left of the page and select Account Info

Then choose the delete library
