An image edited in Lr is then opened in PSCC.
The image is selected CMD A, then Edit/Stroke/2 pixels. Enter

All that works but then no stroke appears.

Any comments appreciated.

May be an obvious question, but is the stroke "Location" set to inside or outside in the dialog?

Only other thing I can think of would be to check blend mode and opacity. Other than that, a workaround would be to make a rectangular shape layer that has an inside stroke and no fill.

Cheers Max . I just did some experiments with that. I have asked the original question for a mate of mine so I will show him how that works. I am going to suggest though that he un-installs PS and reinstalls. It certainly sounds like a glitch.
