How about... duh-duh-durrrrr... sticky layers?? Layers that will always remain on top of the pile of any document... Sticky layer 1 would be king of the castle, then right below would be sticky layer 2, then sticky layer 3... (can you see where this is going?) Sticky layers could be manually grabbed in the layer palette and moved up or down the sticky layer hierarchy as necessary, but regular layers cannot go above any of the sticky layers. Even if one were to perform the shortcut 'CMD+SHIFT+close square brackets' on a regular layer, it would only send it to just beneath the 'lowest' sticky layer. Does that make sense??
