Photoshop: Start Workspace Doesn't Go Away When I Open a File From ACR (Windows 7)

The most recent PS has a peculiar problem. I start the compute, open a .nef file in ACR, then open it in Photoshop. PS starts, the file opens but so does Start Workspace, behind the file. It doesn't go away. If the file is smaller than Start Workspace, I see it under the file. I cannot get rid of it in any other way but to close the file, close PS. Then if I repeat the sequence, the Start Workspace briefly shows then goes away, as it should. Now, so long as I don't reboot, I don't see this problem. Also, if I fist start PS, then exit, then process operates as expected.
