Spontaneous system reboots on sync

A couple of months ago, I started to experience random spontaneous system reboots while using Lightroom. After upgrading Windows, video drivers, and BIOS the system reboots started to occur within 30 seconds of opening Lightroom. Thinking it was a heat issue, I replaced the CPU cooler with a more powerful model which improved system cooling but didn't stop the reboots. After loading a number of Lightroom catalog backups to isolate the issue, I determine that it occurred when Sync started. I would expect that if sync is broken, it would result in errors, or crash Lightroom, but causing a full system reboot is very unusual. Once isolating the issue to sync, I deleted my entire sync catalog via the web interface. Now, Lightroom Classic runs and syncs with no issue. Something in that online sync data was causing LR to force a system reboot. This was very challenging and time-consuming to track down. While I'm glad to have solved the issue, I'm concerned about the reliability of Sync.

This is a hardware problem of some type. There is nothing in LR that would make your system shut down and restart.
LR may be stressing the system to the point the system itself reboots but that is related to a hardware fault. 
Just replacing the CPU cooler doesn't mean the system isn't overheating. Have you blown out the dust from the power supply, video card and RAM modules?

Also run a Stress test on the RAM.

The reboots are back and the system reboots within 15 seconds of Lightroom loading. I've run the following stress tests.

AIDA64 Stress Test for 2 hours - No issues
Prime95 Stress Test for 1 hour - No issues
OCCT Stress Test - 20 minutes no errors
OCCT Linpack - REBOOT within 15 seconds
OCCT GPU Test - 1-hour no errors
OCCT GPU Memtest - 1-hour no errors
OCCT Power Test - 20-minutes no errors
MemTest64 - Test finished with no errors detected
Intel Processor Diagnostic Tool - Pass
Intel® Extreme Tuning Utility CPU Stress Test - 6-hours passed
Intel® Extreme Tuning Utility Memory Test - 2-hours passed
3DMark - Completed TimeSpy 1.0
Unigine Valley Benchmark - Completed
Asus RealBench - Completed 10 runs no issues

I've replaced the 550w PSU with a 700w PSU, the reboots are still occurring.

Here are my current system specs.
