I like to use PS for the occasional short video edit, but one major downside is that its soooooooooooooo slow. Especially if I apply some filters (blur, raw filter).

A simple short 2min HD clip should not take 2 days to render. Please speed that up. CPU usage is around 20% and lower, that can't be right.

You are correct, it should not be so slow. What’s the resolution? Try shutting down everything else.
How much RAM do you have? Do you have any extra hard drives you can add as a scratch disk.
Why not use Adobe Premier? I’m assuming you subscribe

CPU: Intel 6 Core i7 4930k LGA2011, GeForce GTX1080TI-O11G, 32 GB RAM, cache and source drives are SSDs.

Resolution as I mentioned, standard HD with 25 frames.

I also mention, there are free resources in RAM and CPU during the whole process. So background stuff doesn't come into play and its just the normal system upkeep anyway.

I also said its an "occasional video edit", so not on that level of professionality or that often that it would justify the additional costs of Premiere (besides from taking the time to learn how to use Premiere).

Also not happening just now,  also previous version have always struggled with this.
