Photoshop CC: Spacebar disables layer(s)

Quickly tapping the spacebar "isolates" (in quotes, because it does not actually toggle the isolation switch or show the layer as isolated in the select menu) the selected layer, making all other layers become invisible (the hide/show eye icon does not change, and even layers shown as "visible" are actually not visible). The options for layer type, opacity, fill, lock, move, etc. at the top of the layers pallette become inactive (greyed out and un-usable) for all layers other than the "isolated" layer.

This behavior does not seem to be documented anywhere in the Adobe documentation, at least not that I could find.

PC is running photoshop CC, 64 bit on windows 8.1.

Graphic card driver is up to date, all system updates are current.
