Since the update 19.1.5 in Photoshop (and also in Illustrator) my shortcut settings have blocked assigning the hand tool to the space bar.
Firstly, I fully understand the default shortcut is H. But for many years I have used my thumb to quickly navigate around artwork by holding down the spacebar. With right hand for mouse/drawing tablet.
When going into Keyboard Shortcuts. You get the error message 'You can only use A-Z for tool shortcuts'. See screen shot attached.

I cannot stress how much this is impacting my ergonomics and productivity. There appears to be no logical reason to block the biggest button on the keyboard from being used.
Note: Interestingly, my colleague is not experiencing this issue.
